Deputy Mayor Mark Ziegler presented a package of municipal-code updates to Chapter 2 intended to reduce redundancy and modernize delegation of administrative authority. The ordinance repeals Chapter 2.06 (which described departmental functions and had not been substantially updated since 1988), adds and reorders sections in 2.18 related to city-manager duties, and amends section 2.60.01 concerning Civic Center office hours.
Under the adopted ordinance (No. 20301-0725), the council codified delegated signing authority for the city manager for contracts and purchases under $50,000 (i.e., $49,999 and below). Anything above that threshold will still require council approval. Ziegler said the change is intended to improve administrative efficiency while remaining transparent; council retained authority to review items deemed significant and will continue to approve budget appropriations. The council also adopted a resolution repealing Resolution No. 1170-08020, which previously set a $30,000 signing threshold.
Councilmembers supported the changes and noted staff will brief council on delegated actions; staff said temporary office-hour changes would be discussed with the council in advance except for emergency closures or short-term training events.
