The Nogales City Council voted Aug. 6 to participate in a national settlement involving several opioid manufacturers, authorizing city staff to complete and submit enrollment paperwork by the Oct. 8, 2025 deadline.
City Attorney Rodney Estes explained the settlement structure: states opt into manufacturer settlements (Arizona has opted in) and political subdivisions may then elect to participate and claim an allocation. Once a political subdivision accepts funds, it grants a release of future claims related to the underlying opioid litigation against those manufacturers.
Estes and staff described approved uses for settlement proceeds, all focused on opioid‑remediation efforts: purchase and distribution of naloxone and other FDA‑approved overdose‑reversal drugs; medication‑assisted treatment (including inpatient and outpatient services); screening and treatment for incarcerated or pregnant populations; public education and prevention programs; syringe‑service programs and ‘‘warm hand‑off’’ recovery pathways for people leaving hospitals or correctional facilities.
Council members asked whether the funds could be used in local collaborations. Estes said the settlement contemplates partnering with local health providers, schools and nonprofit programs and noted typical grant reporting requirements to document expenditure for approved purposes.
Council action: A motion to approve participation in the manufacturers’ settlement was made, seconded and carried by the council. The meeting minutes record ‘‘Motion carries.’’ Staff were directed to complete enrollment paperwork by Oct. 8, 2025.
Ending: City officials said they will seek partnerships with local health providers, first responders and community organizations if funds are later allocated to the city.
