- Permit and design: Joel (staff member) told the committee that Brown County requires a permit and that the village must identify the proposed crossing location, provide supporting data or a report (for example crash data or a pedestrian plan) and submit a design for county approval. “They would tell us though that we have to design it. So but they would have to approve the design,” Joel said.
- Data and scope: Staff said a consultant or staff analysis will need a defined scope (single location vs. corridor study). The committee settled on asking the consultant to evaluate West Paulson and Carroll as potential crossing locations; staff will use that scope to estimate consultant budget and the information Brown County will need.
- Skylark (south) crossing: Committee members asked staff to examine an existing crossing at Skylark/Skylark area that currently has signs but no marked stripes and to determine whether the county or village installed it and whether striping or additional markings are feasible.
