Village seeks consultant study of pedestrian crossings on Packerland Drive; county sign‑off required

Village staff provided a status update on a committee request to study safety improvements at pedestrian crossings along Packerland Drive and nearby intersections (Carroll Lane, West Paulson and Skymark/Skylark). The village has asked Ayers & Associates to prepare a proposal; staff said a final proposal and cost estimate had not yet arrived.
Joel (staff) explained the consultant will collect crash and traffic data, then prepare conceptual designs guided by a Federal Highway Administration circular covering 4‑lane undivided highways. Joel described the typical treatment shown in the FHWA material: marked crossings with Rectangular Rapid Flashing Beacons and enhanced signage and advanced yielding treatments to improve visibility and driver compliance.
“I suspect it will be hopefully under $10,000 but it'll be a few thousand dollars to conduct the study,” Joel said, noting the item is not budgeted and would require village board authorization to move forward. If the board approves, staff will complete the design and prepare permit submittals for Brown County; county highway staff must sign off on any improvements to the county road.
Committee members asked for a copy of the FHWA circular and noted related county programs and educational materials, including a Green Bay Safe Routes to School document and county health department outreach. Staff said previous installations in the region and grant funding options have been used for similar projects but that the committee will get a formal cost proposal from Ayers & Associates before any authorization request.
Next steps: staff expects a proposal from Ayers & Associates to present to the committee and then the village board for funding authorization; if authorized, staff will prepare designs and submit them to Brown County for permit and final approval. No construction is approved at this meeting.
