City staff updates council on Camino Del Sol Phase 2; contractor delays and change orders noted

City Manager Albert Kramer told the council that Innova (the contractor) had been asked to attend but did not appear; instead, public-works and city engineering staff presented construction and contract status. Juan Guerra, public-works/engineering staff, said the contractor was about two weeks behind schedule but that major activities — including sewer main installation and ongoing water-main chlorination and bacteriological testing — were underway.
Why it matters: The project replaces water and sewer infrastructure in an older neighborhood and is funded partly with WIFA (water infrastructure) and CDBG funds. Changes, unforeseen conditions and contractor absences can affect local streets and service connections for residents.
What the city said: Guerra said crews have identified “unforeseen items,” including a missing stub valve needed to connect an adjunct roadway and additional water-service connections the contractor said were not described in plans. He reported 18 water services that still require attention and said the city requested a quote from the contractor for making the service connections; the city said it will do some work in-house if needed. Guerra also reported that the trenching and main piping will be completed in segments and that paving in some parts of the neighborhood will be handled separately, leaving some expectations for future street work.
Council concerns and next steps: Council members pressed for clarity on budgets and who will complete final paving and service connections. Staff said project managers and public-works personnel are visiting sites daily, that change orders are being reviewed and that the city still has funding remaining in the WIFA/CDBG budget envelope for current change orders. Staff said they will provide ongoing progress updates and that the county project manager for the funding program is engaging with the city team.
