Jackson County zoning rewrite nears public hearing, commission seeks cleaner drafts

Becca Flugop and others described the rewrite as an effort to reduce repetition and clarify regulations across zoning districts. “If there are changes that are highlighted, I am not reading a 120 pages again, but if there's nothing changing… talk about for the public kinda taking out all the red line and just presenting the clean copy to make it less confusing for people,” one supervisor said. Planning staff said the revised draft groups regulations by topic so users can more easily compare rules for A‑1 and R‑1 districts and includes improved setback illustrations.
Supervisors emphasized the importance of cross‑department review; county engineers, county health and other departments have reviewed sections relevant to their services, staff said. Supervisors also asked staff to present ‘clean copies’ with changes highlighted for reviewers rather than expecting the public to navigate long redlined versions.
Planning staff said the draft references Iowa code provisions rather than copying state statutes into the local ordinance text to reduce maintenance burden when state law changes. The zoning commission will send certain conditional use permit updates to the Board of Adjustment in an upcoming meeting, and staff said they expect to schedule related public hearings after those reviews.
No formal action was taken by the Board beyond the update and scheduling guidance; staff said the public hearing for the zoning ordinance rewrite will be scheduled on Sept. 22 (time listed in meeting as 11PM in transcript; staff to confirm timing on published notice).
