The City Council approved a proposed 1‑mill ad valorem rate for the Downtown South Neighborhood Improvement District (NID) and its tentative FY2025–26 budget of nearly $1,100,000 at the first public hearing; the council motion was made by Commissioner Sheehan and seconded by Commissioner Rose and carried with no public comment. Staff said the NID advisory council recommended the rate on June 11 and that the council set the rate on July 14 before the TRIM filing deadline.
At the council’s direction, the board of directors for the Downtown South NID then convened immediately and, by motion of Commissioner Sheehan seconded by Commissioner Stewart, adopted the same proposed 1‑mill rate and tentative budget for the district. Staff said the proposed 1‑mill rate is approximately 3.87% higher than the rollback rate of 0.9627 and that the proposed budget had not changed since the July 14 workshop. No public comments were offered during either the council or NID board hearings.
The NID budget resolution includes standard provisions for administrative millage adjustments in accordance with Florida statutes and for corrections of scrivener errors, and staff noted the budget materials have been posted on the city’s website since July 21. The NID board adjourned and the City Council reconvened; final adoption of the millage and budget will occur at the second public hearing in two weeks.
