Council approves amending SafeBuilt agreement to add permit technician services

The Baltimore Village Council adopted ordinance 2025‑34 to amend the village’s agreement with SafeBuilt Ohio LLC to add permit technician services for residential building department support.

Councilmembers said the additional service will help process incoming building permit applications, answer residents’ questions, and provide temporary coverage for staff vacations or absences while the village trains in‑house staff to take over permit processing. Officials said the service will be used on a per‑permit basis; the village will pay only for services actually used.

Council discussed the long administrative setup required to process building permits under the SafeBuilt system and the short‑term benefit of having an experienced permit technician available while staff complete training. The ordinance was read and adopted during the council meeting; sponsors said passing the amendment quickly would allow the services to be available as development activity increases.

The ordinance authorizes the village administrator to enter into the amended SafeBuilt agreement; council adopted the ordinance on recorded vote.
