On Sept. 2 Monroeville council reviewed two resolutions staff plans to bring for formal consideration: the municipal minimum obligation (MMO) numbers the state requires under Act 205 for pension budgeting, and a second amendment to a consent agreement affecting the Franklin Township Municipal Authority and certain sewer assets.
Staff presented MMO figures for the coming budget cycle, citing the state-required municipal minimum obligation under Act 205: roughly $2.4 million for police and about $1.0 million for nonuniformed employees, figures printed on the resolution draft provided to council. Staff summarized pension funding status by saying the borough's uniform (police) pension is moderately underfunded at roughly 83 285% funded while the nonuniform (municipal employees) plan is in a healthy funded position (reported as slightly over 100% funded in the materials provided).
Separately, staff described a second amendment to an existing consent agreement with the Franklin Township Municipal Authority related to sewer assets and the borough's sewershed. The amendment does not convey assets at this time; it adjusts responsibilities for work the authority is performing on behalf of the borough and documents ongoing upgrades and periodic meetings with the Department of Environmental Protection (DEP). Staff said there are no direct Monroeville dollars in this amendment; the ownership-transfer steps will follow later when title issues are addressed.
Council members asked questions; no formal votes were taken because the meeting was an agenda-setting citizens-night. Staff said both items will be placed on the next regular meeting agenda for formal consideration.
