The Fargo Board of Education approved an initial resolution that begins the district’s process to issue general obligation building fund bonds for reconstruction work on the Horseman site.

Jackie (staff) described the item as “the initial resolution” that “starts the process for us to potentially issue bonds,” and said that, after board approval, the district will publish a notice and a 60‑day protest period will follow. Jackie said the board would return after the 60‑day period to consider final issuance and to respond if any protests are filed.

Board member Robin moved to approve the resolution and to “authorize and direct the business manager to publish the resolution in the official newspaper of the district and … post the resolution on the website of the district during the 60 day protest period,” and Nikki seconded. The motion passed on a roll call vote of 9–0.

When asked by Allie whether the protest mechanism could be used to object to the Horseman project, staff said the protest process is specifically for opposing the issuance of bonds and that a valid protest requires filing at a defined threshold; staff said they had not previously received protests in similar proceedings. The board did not receive any protest filings during the meeting and no final bond issuance occurred at this session.
