The School District Board on a special meeting session tabled action on awarding a contract for the Hagen school reroof after a 3-3 tie on a motion to accept the low bid from All American Roofing Inc. The board heard that five bids were received: Wagner Roofing at $1,345,345; Teal Brothers at $999,283; All American Roofing at $897,505 (the low responsive bid); Guarantee Roofing (bid not opened because the general contractor's license was not included); and Tech to America at $1,117,850. District staff said All American submitted a bid bond and a contractor's license and that the low bidder confirmed it could meet the project's schedule.
Board members raised procedural and vetting concerns. Board member Swint said, "I cannot approve any of the bids at this time," citing unfamiliarity with the low bidder and lack of review opportunity. Multiple members said they had not received the full bid packages before the meeting and that the timetable felt rushed. One board member asked for references and said the ability to obtain a bid bond provided some assurance, but others remained unconvinced.
Staff clarified the district's delivery approach: a construction manager assisted with pre‑construction activities, pre-bid coordination and document management, but the district will contract the work directly. Staff said the district would require the awarded contractor to furnish performance and payment bonds and follow the warranty and inspection process described in the bid specifications — staff stated the bid documents called for a multi‑year manufacturer warranty (the presenter said it was a 20‑year warranty in the specifications) and that the manufacturer typically issues a warranty only after inspecting the finished roof.
During discussion board members also noted schedule pressures: staff indicated a desire to start work during summer months and described a target start in July. Several members recommended additional vetting or at least time to review documentation; one member proposed tabling until the next day so the board could examine the bids. The first motion to accept All American's bid was made on the record and seconded, but the roll call resulted in Wheeler, Swint and Kilgore voting no and Walstead, Judge and Brenner voting yes, producing a tie and a failed motion.
A subsequent motion to table the item until 12 noon the next day passed on recorded roll call (Swint, Kilgore, Walstead, Judge, Wheeler and Brenner all recorded as aye). Board clerks directed staff to distribute the bid documents to members immediately for review before the reconvened session.
The outcome leaves the district with the low responsive bid identified but no awarded contract; the board will revisit the matter at the special meeting set for 12 noon the following day.
