The board approved a consolidated application for federal Title I, II, III and IV funding and authorized staff to submit the plan.

Emily, a staff member, explained the application process, saying the state provided the application and asked the district to proceed even though allocations for Title II and Title III were not yet known. She said, “we still don't have our allocations for Title II and Title III funds. Title I and Title IV are the only funds that have been provided by the state so far.”

Emily described the district's approach: schools conduct a comprehensive needs assessment aligned with their Cognia accreditation process, and the district is working to “fund our plan” rather than simply “planning our funds.” She said principals reviewed school plans and administrators consolidated feedback before presentation to cabinet. Emily also said Dr. Gailey decided early in the year to shift some Title IV funds toward payroll, which changed how some planned uses were implemented.

Emily explained that Title IV priorities this year are Safe and Healthy Students, Well-Rounded Education and Effective Use of Technology, and that the district consulted with nonpublic schools about services and needs targeted by grade level. She also reported collaboration with Erin Burud on Title III matters and that the consolidated application includes narratives from each school describing priorities.

A motion to approve the consolidated application was made and seconded. The roll-call vote recorded affirmative votes from Elora, Walstead (transcript: “Waltzhead”), John and Renner; the motion passed. Following the vote, the board moved to adjourn.

The board's action authorizes staff to submit the consolidated application to the state using the materials and stakeholder input described on the record.
