DOT walkthrough: HMA contract adjustments and CARs workflow

Mark Riley, ND DOT staff, demonstrated how to make contract adjustments for hot‑mix asphalt (HMA) work using the HMA daily report and the department’s CARs system on Oct. 11, 2025.
Riley walked attendees through the updated daily report layout in the HMA workbook, explaining that the new format separates each pay factor on its own line so the correct bid item, specification and code populate automatically. He said inspectors must take the lowest applicable pay factor from sections covering aggregate gradation, bitumen content and compaction when calculating daily contract adjustments.
He demonstrated the CARs workflow: log into the project, select the contract adjustment function, click Add, enter the date and choose from standard adjustments (for example, a longitudinal joint incentive code such as 499.77), enter price and quantity, attach supporting documentation (HMA daily pay factor sheet, core sheets), save and then generate and approve the PQE (pay quantity estimate).
Riley cautioned about common mistakes: not reviewing daily workbook calculations, not separating out contract adjustments by pay factor, using the wrong specification or code, and failing to make contract adjustments for each day. When asked whether adjustments can be edited, he said the practical workaround is to delete and recreate the adjustment because the system aggregates totals in a way that makes direct edits difficult: “You’d have to go I believe you have to go through and delete it and recreate it.”
He closed by reminding attendees to attach source documents to the new attachments area in CARs so reviewers can confirm the supporting data.
