The Sioux City Community School District Board of Directors approved an agenda and unanimously voted to enter a closed session to evaluate the professional competency of an individual and to review records required to be kept confidential, the board said during a special meeting.
“Is there a motion to go into closed session pursuant to Iowa Code section 21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered when necessary to prevent needless and irreparable injury to that individual's reputation and at that individual's request, a closed session, and the board and that the board of directors go into closed session pursuant to Iowa Code section 21.5(a) to review or discuss records which are required or authorized by the state or federal law to be kept confidential or to be kept confidential as a condition of the Sioux City Community School District possession or continued receipt of federal funds,” the presiding officer said during the meeting.
The motion to approve the agenda was made and seconded and passed by voice vote. A short discussion confirmed that public comment is not a regular part of this special meeting under board policy 204.15. Board staff then moved the statutory motion to enter closed session and called a roll; all members present voted in the affirmative. The roll call recorded the following votes: Mister Emke, yes; Mister George, yes; Mister Greenwell, yes; Miss Lee, yes; Mister Myers, aye; Mister Michaelson, yes; Mister Miller, yes.
After the closed session, the board made a motion to adjourn the closed session and return to open session; that motion was approved. The board then moved to adjourn the special meeting; the motion passed by voice vote and the presiding officer declared the meeting adjourned.
Board staff noted at the start of the meeting that public comment is not a regular part of the special meeting under board policy 204.15. No public comment was recorded in the transcript for this meeting.
The special meeting's transcript does not specify the individual whose professional competency was to be evaluated, any records reviewed in closed session, or the specific outcomes of the closed-session discussions. The board recorded and announced the statutory bases for closing the meeting and used roll-call voting for the closed-session motion.
