The motion to enter closed session cited Iowa Code section 21.5 and a request from the individual to meet privately; board policy 204.15 was also cited as the reason public comment was not part of the special meeting. Denise Hammond, a district staff member, confirmed the individual had requested a closed session in writing.
The meeting opened with roll call and approval of the agenda. A motion to go into closed session — citing the personnel exception and a separate exemption for records required to be confidential — was moved and seconded. The board then took a roll-call vote; all seven board members present voted to approve the motion (Emke, George, Greenwell, Lee, Myers, Michaelson and Miller). The presiding officer announced the motion had passed and the board entered closed session.
After the closed session, the board reconvened in open session, took a motion to adjourn, and then adjourned the special meeting. The board did not discuss the identity of the individual or disclose additional details about the confidential records during the open session.
Because the meeting cited confidentiality exemptions and a written request by the individual, the board did not receive public comment during the special meeting under board policy 204.15. No formal personnel action or other public decision was announced in open session following the closed meeting.
