Sioux City CSD board approves closed session to evaluate employee performance and review confidential records

The Sioux City Community School District Board of Directors met in a special session on Jan. 29, 2025, and voted unanimously to go into closed session to evaluate the professional competency of an individual and to review records the board said are confidential under state or federal law.
The meeting was called to order at about 1:21 p.m. by the meeting chair, who opened by asking for approval of the agenda; the board approved the agenda by voice vote. The chair then moved that the board go into closed session “pursuant to Iowa Code section 21.5(1)(i) to evaluate the professional competency of an individual whose appointment, hiring, performance, or discharge is being considered” and “pursuant to Iowa Code section 21.5(1)(a) to review or discuss records which are required or authorized by state or federal law to be kept confidential or to be kept confidential as a condition for the Sioux City Community School District’s possession or continued receipt of federal funds.” The motion received a second and passed on a roll-call vote.
Board members present who voted in favor were Board member Emke; Board member George; Board member Greenwell; Board member Lee; Board member Myers; Board member Michaelson; and Board member Miller. Director Cuomo asked whether the board had a written request to hold the discussion in closed session; Miss Hellman, identified in the meeting transcript, responded, “We do.” Staff members Shanice and Janice conducted roll calls during the meeting.
After the closed-session vote the board entered closed session and later returned to open session. The special meeting concluded with a motion to adjourn that passed by voice vote.
The board noted at the start of the meeting that public comment is not a regular part of special meetings under board policy 204.15. The district did not discuss the substance of the personnel matter or disclose any confidential records in open session during this special meeting.
