ROUND ROCK, Texas — The Round Rock Independent School District Board of Trustees convened a closed-session hearing to consider an employee grievance filed by Chris Hopkins, recessing to closed session at 5:33 p.m. and returning at 7:02 p.m.; trustees took no formal action and postponed agenda item D1 to a later meeting.
Board officials announced the session would proceed "pursuant to Texas Government Code sections 551.071 and 551.074" to "discuss, deliberate, and consider an employee complaint pursuant to board policy DGBA local filed by Chris Hopkins," a board representative said during the meeting.
The hearing matters involved a level 3 complaint process under the district's DGBA policy. According to remarks on the record, "No action will be taken, thus leaving the decision of level 2 in place," the same board representative said when the board returned to open session. The board then declared the level 3 complaint hearing concluded and adjourned at 7:02 p.m.
Trustees present at the meeting included Trustee Wehr, Trustee Wei, Trustee Markham, Trustee Landrum and Trustee Ross. President Harrison joined the meeting virtually. The board announced there would be no public comment that evening and immediately moved into closed session.
During the open-session announcements, a board representative confirmed that item D1 on the agenda would be postponed to a future meeting; no mover or seconder for that postponement was recorded in the public remarks. The record shows the board received the grievance and heard it in closed session but made no change to the previously issued level 2 decision for the matter as disclosed on the public record.
The board cited Texas Government Code sections 551.071 and 551.074, which govern consultation with attorneys and personnel matters, and referenced board policy DGBA (local/legal) as the governing complaint procedure. The public record did not specify a new date for the postponed item D1, the contents of the level 2 decision, nor any additional orders or follow-up assignments.
The meeting concluded with the board stating the level 3 complaint hearing was finished and adjourning shortly after returning from closed session. No motions coming out of closed were recorded in the public remarks, and the board announced no further action would be taken at that time.
Because this matter concerns personnel and was handled in closed session under the cited Texas statutes and district policy, additional details about the grievance, any proposed personnel actions or supporting documents were not disclosed in the public record at the meeting.
