The Lewis Central board opened a public hearing under Iowa Code 26.12 on May 19 to receive comment on a proposed mechanical package for Titan Hill that would add a boiler and chiller as a supplement and partial backup to the existing geothermal wells.
A facilities staff member said the district worked with Morrissey Engineering to evaluate options, and the recommended approach is a boiler located inside a Titan Hill mechanical room and a chiller mounted outside on a platform. The facilities presenter said Morrissey’s "opinion of probable cost" is about $444,000.
Staff told trustees that bids are already out and will be received on Thursday, May 22; the board will vote on the bids at its June 2 meeting. The presenter said the boiler lead time is shorter and could arrive in August and be installed in time for winter operation; the chiller lead time is longer, with an expected arrival in late September or early October.
Board members asked operational questions during the hearing. One trustee asked if insurance had been checked for having a boiler on-site; facilities staff replied they had checked and the district’s insurance would cover it. The board also asked whether certified boiler operators or stationary engineers would be required; staff replied that the district has operated boilers in the past with maintenance staff and that the district arranges for annual inspections and maintenance, and that they have a contractor who is certified and may join the district team.
No public commenters appeared in person or online during the hearing. The board adjourned the public hearing and moved on to other agenda items; the public hearing record will remain part of the bid and contracting process ahead of the June 2 vote.
