Board renews four Options Network operators after audits and site visits, attaches conditions

What the district found and what the board ordered: the Options Network said it conducted academic site visits, special-education reviews in partnership with the Office of Students with Disabilities, English-learner program audits and facilities inspections. The site visits used Danielson-aligned academic rubrics, special-education checklists and CASEL-aligned culture-and-climate reviews. Where site visits found gaps — for example, “not evident” ratings on special-education implementation in some schools and “minimal” ratings on English-learner programming — the Options Network recommended specific conditions and additional supports. The board’s approval of each renewal included those conditions.
Renewal outcomes (board action): - Accel Academy (South Shore campus) — Renewed for a multi-year term with conditions tied to special-education remediation and IPES (inclusive programming) improvements; district noted consistent financial health. - Accel Academy (Southwest campus) — Renewed for a three-year term with conditions following site-visit findings in special education and multilingual supports. - Instituto Justice & Leadership Academy — Renewed for two years with conditions; Options Network said the school has improved in several instructional areas after prior short-term contracts but remains under intensive academic support in some metrics. - Youth Connection Charter Schools (YCCS) — Renewed for a four-year term with conditions; YCCS operates 17 campuses under 1 charter. The board also approved a proposed relocation of Progressive Leadership Academy to a site in Woodlawn and noted community outreach done by the operator.
Why it matters: options-network schools serve highly mobile, older or reengaged students and disproportionately enroll students facing homelessness, juvenile-justice involvement and other barriers. District staff said the Options Network’s review process is intended to evaluate program fidelity and compliance in a way that recognizes those circumstances while ensuring services for diverse learners and English learners.
Voices and public comment: The board heard dozens of public commenters during the meeting who urged both accountability and support. Union and parent speakers urged stronger oversight of charters and protections for students and staff; charter advocates and operators and parents spoke in support of long renewal terms for schools they said provide stable options for vulnerable students.
Next steps: the Options Network and the Office of Students with Disabilities will provide targeted remediation support, and district staff will report progress on the conditions attached to the renewals in follow-up reports to the board.
