The board reviewed a first reading of 10 proposed local policy revisions that administrators recommended for approval at the August meeting. The changes respond to recent state legislation and to TASB’s numbered update 125.
Key revisions called out by Chad include EFB (library materials), which was substantially rewritten pursuant to Senate Bill 13 to create a School Library Advisory Council, set collection standards, require 30-day public notice and board approval for new or donated titles, and align the challenge and removal process with Texas Education Agency guidance. Chad said the draft also guarantees parents on-demand access to campus catalogs.
Policies responding to Senate Bill 401 and House Bill 1481 were also presented. The district’s proposed update to the student personal communication devices policy would ban student phone use during the school day and outline confiscation procedures, with narrow exemptions for documented medical, safety or special-education needs. Board members said the district will mirror the expectations for staff behavior and work on administrative regulations and handbook language to clarify logistics and enforcement before the August vote.
Chad noted that policies BDB and BDF were separated to clarify the difference between board committees and advisory committees and that much of the packet’s redlines were clarifying edits. No votes were taken; administration will return with recommended action at the August meeting.
