District finance and HR staff explained that House Bill 2 created two separate buckets: a teacher retention allotment (a one‑for‑one allotment keyed to years of experience) and a support‑staff retention allotment based on adjusted attendance (ADA). The district reported an estimated net House Bill 2 allocation of roughly $2.9 million; staff proposed using the teacher allotment strictly for base salary increases as TEA guidance requires, and recommended applying the support‑staff retention allotment to eligible non‑administrative positions.
Administration recommended a 1% increase for eligible support staff paid from the support‑staff retention allotment; trustees approved the compensation manual and the 1% recommendation in a unanimous vote. Trustees and staff discussed eligibility: administrators (principals, assistant principals, executive directors and above) are not eligible under the state guidance, district‑funded benefits costs remain the district’s responsibility, and the allotment does not automatically fund benefits. The district provided an estimate of employees covered: about 348 teachers on the teacher retention allotment and 413 staff counted under the support‑staff allotment (figures based on current staffing and ADA estimates).
Trustees also authorized several grade‑and‑title adjustments within the compensation manual (for example, adjusted grades for athletics director and executive director roles, and a new grant‑funded middle‑school coordinator for math). The administration said the grant‑funded coordinator is a two‑year role and will be explicitly signed as such by incumbents.
Board members pressed for clarity on how long the state will sustain the allotments and for communications so employees understand which portion is base salary (statutory) versus local supplement. Staff said an FAQ and communications campaign are in preparation.
