The Citizens Bond Oversight Committee presented a final report Thursday to the Birdville ISD Board of Trustees outlining progress on projects funded by the November 2022 bond election and describing the committee’s work as a “victory lap.”
Committee chairman Chris McDonald and other committee members summarized completed work, near-term finishing items and remaining projects, saying voters’ $300.8 million bond package has been used for construction, maintenance, technology upgrades and bus purchases across the district.
Major projects the committee identified as complete or substantially complete included new and rebuilt campuses, press boxes and artificial turf installations at high-school athletic facilities, delivery of new buses in 2024, a renovated courtyard at Birdville High School and extensive campus roof, flooring, HVAC and elevator upgrades across 17 campuses.
Why it matters: The committee’s report offers an independent citizen review that the board and administration said they use to verify bond-authorization commitments and to assure the public the work funded by voters has been completed or is underway as promised.
Key points from the report: The committee highlighted these items:
- The Mullendore and Smith elementary projects started in late 2023 and are complete.
- Griggs High School and the Kunkel Specialized Learning Center renovations are nearing completion with roof replacement finished on the metal-roof portion; a ribbon cutting was noted as scheduled for Aug. 7.
- Turf fields and press boxes at the district’s three high schools are completed; buses purchased in 2024 have been delivered.
- Technology upgrades included a data-center refresh, network improvements and replacement of student and staff devices; staff reported installation of about 2,200 upgraded security cameras across the district and adoption of key-card entry at campus doors.
Committee chair McDonald thanked district staff and the committee members for quarterly oversight dating to early 2023. Mayor Curtis Berthold (Richland Hills) and others on the committee also complimented staff responsiveness and described the process as credible and transparent.
Board response: Trustees thanked the committee and district staff for the oversight, called the report a successful conclusion of the committee’s duties and noted that some smaller projects remain — the Northridge Elementary courtyard, Haltom High School dance and cheer building work, some elevator upgrades and a two-phase HVAC completion at Smithfield Middle slated for summer 2026.
Next steps: Committee members said they will continue as advisers at public events; the board expressed appreciation and noted the district will use the committee’s final report as part of public information when seeking future bond support.
