The Council Bluffs City Council approved a package of zoning and plat measures to permit Baldwin Court Phase 2, a replat and planned residential development that Habitat for Humanity says will add six affordable townhomes.
Blake Johnson, executive director of Habitat for Humanity of Council Bluffs, addressed the council during the public hearing and thanked the council for approving Phase 1, which he said is complete: four of six units have sold and one is pending. Johnson said Phase 2 will create another six affordable townhomes on the undeveloped land between 711 and 741 First Avenue.
Council members voted to approve ordinance changes to the zoning map, add a planned residential overlay (PR), grant final plat approval for the seven-lot subdivision, and adopt the PR development plan for Baldwin Court Phase 2. Motions to approve and to waive the third reading were made and carried by voice vote during the meeting.
One council member later praised the project's quality and the reported impact on new residents. The approvals were presented as actions to permit the planned development and do not, by themselves, approve construction financing or unit sale terms.
No written protests were received for the zoning actions recorded in the public hearing, and the council's votes were recorded by voice as "Aye" with no recorded opposition during the meeting.
