City staff distributed a paving plan that lists top priorities for the remainder of the fiscal year and for next year, including Palm Avenue, South 26th Avenue, North Flagler, and future projects such as North Lambert Avenue, Palm Circle, North 10th and North 11th.
Commissioner Boyd raised concerns about South Central, describing it as among the worst roads in the city and asking why it did not appear on the immediate paving list. City Manager (name not specified) explained South Central was not included because the capital plan budgets a water-main extension down South Central in future years; repaving now could require tearing up the street again when the water-main work occurs.
Staff identified the water main as located under the road and said the next phase of the South Central water-main project would extend the line three more blocks next year (from Third to Sixth Street) with the ultimate goal of extending to the golf course. Staff also said the existing pipe is asbestos concrete and that replacement with PVC is planned, alongside reuse-line extension.
Commissioners expressed concern about the practicalities of leaving the road unrepaired during the multi-year plan and asked staff to consider short-term fixes. "It might be a conversation for you and staff just to maybe kind of think about, because I don't know if South Central will hold up for another couple years," one commissioner said.
No formal action was taken; staff said the paving priorities were based on roadway-assessment software and that they would revisit the schedule if conditions warrant.
