Representatives of John Patrick Capital appeared at Tuesday’s Flagler Beach City Commission meeting and said the company is prepared to negotiate the purchase or a long-term lease of the Ocean Palm Golf Club and shared drawings and examples of similar municipal golf-turnaround projects.
John Lipak, who identified himself as representing John Patrick Capital, told commissioners his firm has experience leasing and redeveloping municipal golf properties and described management and profit-sharing deals the company has executed elsewhere. “If you want to sell it, I’ll buy it,” Lipak said when asked whether his organization would submit a formal offer.
City next steps: staff said the firm’s materials will be reviewed and that the city manager and city attorney will follow up after the holiday weekend to advise on whether the city should pursue a request-for-proposals or other disposition process. No public vote or directive to accept an offer was taken at the meeting.
Why it matters: the golf-club site is municipal property and commissioners previously studied options ranging from continued city ownership to leasing or sale; any sale or major lease would require council direction and formal procurement or disposition steps.
Additional context: the presenting firm left concept drawings, prior-project photos and contact information with staff; the commission asked staff to engage with the firm and report its recommendations at a future meeting.
