The Flagler Beach City Commission on Thursday voted to move forward on three sewer‑system actions intended to return offline equipment to service and advance rebuilding of the wastewater treatment plant.
The commission approved a contract not to exceed $52,500 to US Submergent Technologies to clear a longstanding blockage in the north clarifier at the city wastewater treatment plant. City staff reported earlier efforts to remove the blockage had been unsuccessful and the subcontracting arrangement falls under a previously procured contract with the City of Orlando.
The commission also approved a $1,969,971 construction award to Ferrer Construction Company for lift‑station rehabilitation work. City staff said the project originally received no bids on a first solicitation; a second solicitation produced one responsive bid that staff vetted as compliant with grant requirements. City engineers and commissioners discussed bid subtotals, value engineering that reduced an earlier $4.4 million estimate to the current award, and the project's projected schedule of roughly eight to nine months.
Separately, the commission approved an engineering services agreement with CPH Consulting LLC as engineer‑of‑record for construction of a new wastewater treatment plant, in an amount not to exceed $1,991,460. Staff said CPH will coordinate design and subconsultant work, including electrical engineering elements needed for the plant systems.
No public speaker opposed the measures. Votes on the three related items were recorded by roll call and passed unanimously. City staff said the actions are intended to restore lost capacity at the plant, complete lift‑station repairs and advance design work that is required before construction can begin.
