Board approves bartender license for applicant with prior OWI matter; applicant cited interlock requirement and court delay

The Village Board voted to approve a bartender application for Dylan Armbruster after reviewing his record.
The police chief informed the board the clerk could not approve the application administratively because Armbruster's history contained an operating-while-intoxicated (OWI) incident with a firearm possession allegation from June 2019; that charge was later amended to a noncriminal disorderly-conduct citation in August 2020, the chief said.
Armbruster addressed the board, explaining the court process was prolonged by COVID and that he served two years with an ignition interlock device. "The court process was a long period because of COVID… I did have an interlock system in my car for 2 years," he said, adding that he currently holds an outside sales job that requires driving a company vehicle and that he did not want to risk losing his career.
After discussion, a trustee moved and the board approved the bartender application. The approval followed customary local review; no further conditions were recorded in the minutes.
The board directed Armbruster to pick up his license from the clerk’s office the following day.
