Millersville Borough Council approved an optional memorandum of understanding (MOU) with the Lancaster County Planning Department to enable expedited county reviews of qualifying small subdivision and land-development plans.
Borough Manager Rebecca explained the MOU is voluntary under the Pennsylvania Municipalities Planning Code and applies to minor submissions such as map corrections, minor lot consolidations that create no additional lots, and land-development plans with building areas of 1,500 square feet or less. Under the MOU, qualifying plans submitted through the county’s e‑submission portal could receive a 15-day staff review instead of the standard 45-day review and full planning commission referral.
Rebecca said the borough already completes its own review through the borough engineer and zoning officer; when the borough certifies a plan falls into an eligible category and submits it, the county will perform a shorter staff review, and if the county finds an issue it will send the plan back to the borough. She noted roughly 75% of municipalities in the county have signed similar MOUs, and Lancaster County requested a decision on this version by Oct. 31.
A councilmember moved to execute the agreement, another seconded, and the motion carried on voice vote. Council members confirmed that the MOU does not change the borough’s local ordinance review procedures and that council will continue to be involved when required by the borough’s existing process.
