Millersville Borough Council approved a motion authorizing borough officers to execute a third amendment to the sewer service agreement for the development formerly known as Village at Funks Farm, now called Farmhouse Village.
Borough Manager Rebecca explained the project is located in Manor Township, outside borough limits, but under a long-standing 2012 agreement the borough will take ownership of the development pump station and accept sewer flows at the borough wastewater treatment plant. "This has been a project that's been going on for a very long time, and they still have not actually broken ground on anything yet," Rebecca said.
Rebecca told council the original developer HHF Real Estate Development LLC has sold Lot 2 (the residential portion) to a new developer; HHF retains Lot 1 (commercial) and the pump station lot remains separate. Because of the ownership change, the borough and other parties negotiated a new amendment and the borough solicitor reviewed language related to the amendment; the declaration governing the homeowners association remains an outstanding document to be clarified by the developer.
Council President read the proposed motion authorizing the president or vice president of council and the borough secretary to execute the third amendment in the form presented or with solicitor-approved changes. A councilmember seconded the motion and the vote carried.
Rebecca said the new developer expects to start construction next year and that the pump station—once built—will become borough property. Council members noted the project lies outside the borough but will produce tapping and usage fees that bring revenue to borough coffers.
Council asked staff to keep members informed as additional documents and scheduling information come in; no amendments to the motion were recorded at the meeting.
