Board reviews first reading of policy to allow release time for religious instruction under House Bill 8

The board reviewed a first reading of revised Policy 52.23, "Release Time for Religious Instruction during the School Day," to implement state law changes enacted by House Bill 8.

Mister Reeves explained that House Bill 8, effective this spring, requires public school districts to allow students release time for religious instruction during the school day. The summer state budget bill added clarifications that must be reflected in district policy: participating students' absences will be excused during release time and the release may occur "up to one class period per week, excluding core curriculum." The board must also define "core curriculum," identified in the discussion as graded curriculum with state-approved standards.

The policy also references Policy 9700, which governs distribution of materials when students return from release-time instruction. Reeves noted the district's approach: students may return with program materials, but distribution of outside-organization materials on district property requires prior permission and review by the superintendent to protect students and the district. "We are confident that we have a mutual understanding of our policies and processes," Reeves said after meetings with Lifewise leadership about implementation.

Board members asked for clarification about the statutory definition of a "sponsoring entity." Reeves said the state does define qualifications for a sponsoring religious entity and offered to provide the board with that statutory language.

This was a first reading; no board vote on the policy revision occurred at this meeting.
