Commissioners authorize $1.29 million NRCS Emergency Watershed Protection award with county cost share

Hardin County Commissioners Court on Sept. 9 authorized the county judge to execute grant documents for an Emergency Watershed Protection (EWP) program award from the U.S. Department of Agriculture's Natural Resources Conservation Service (NRCS).
Emergency Management Coordinator Aaron Tuffer described the award as "$1,294,113, including a local cost share of $300,009.00" and said the project work will include mitigation and repairs to toe walls, head walls and bag walls related to damage from spring storms. The court voted to authorize the judge to sign the notice of grant and agreement and other required documents on a motion by Commissioner Kuykendahl, seconded by Commissioner Cook.
County officials clarified funding for the local cost share. The judge stated the match "that's stated in here that'll come out of the Road and Bridge fund balance, and we've been putting that money back for these matches just like this." Court members confirmed that funding plan before voting.
A court discussion also noted a long-term vacancy of an NRCS staff position formerly housed in the county office; the county said NRCS services have been provided from Liberty County with a visiting agent coming to the Hardin County office about once a week.
The authorization is limited to executing the NRCS grant agreement; the court did not make additional policy changes beyond committing the match from the Road and Bridge fund balance.
