The San Luis City Council approved the final plat for Orquidea Park Townhomes Phase 1, a subdivision that will occupy roughly 10.5 acres and include 83 residential lots, city staff said.
Assistant Director of Development Services Juan Leal Rubio summarized the proposal: the overall parcel is about 153.4 acres and Phase 1 covers approximately 10½ acres with lot sizes ranging from about 2,700 to 5,400 square feet. The site is zoned medium‑high residential (R2) and is bounded by R3, low‑density residential and industrial zones.
Staff recommended approval with conditions including that the developer address comments in the city development-services comment letter dated Aug. 21, 2025, and comply with the development agreement approved by Resolution No. 2350. Mayor Nieves Raydel declared a conflict on this item and did not vote; the council approved the plat with six votes in favor and one abstention by the mayor.
