The San Luis City Council approved the final plat for Orquidea Park Townhomes Phase 1 (subdivision case number 20240299F), a proposed development on roughly 10.5 acres at the southeast corner of 20 Fourth Avenue and County 20 Fourth Street. Assistant Director of Development Services Juan Leal Rubio presented the application on behalf of Vega and Vega Engineering representing Vanverde Partners.
Rubio said the larger project parcel totals approximately 153.4 acres with phase 1 comprising about 10.5 acres and containing 83 residential lots sized roughly between 2,700 and 5,400 square feet. Staff recommended approval with conditions: (1) address comments in the city comment letter dated Aug. 21, 2025 to staff satisfaction, and (2) the developer must comply with a development agreement previously approved as resolution number 2350. Rubio told the council most comment items were related to improvement plans and would not affect the final plat.
Mayor Nevis Raydel declared a conflict and stepped aside for the item; Vice Mayor took over chair duties. After a motion and second, the council voted to approve the final plat. The vote carried with six members in favor and one abstention by the mayor.
Staff noted additional submittals on improvement plans and required recordation steps before final plat recording.
