Kaya Bowden, Rich County recorder, asked commissioners for two approvals: include countywide GIS shapefiles with existing county data fees at $250, and lease a new large‑format Mylar/survey scanner under the county Ricoh contract.
Shapefile fee
Bowden told commissioners she had received multiple requests from companies seeking a countywide shapefile (GIS) of tax and assessment data. She proposed charging the same $250 fee the county already charges for tax‑roll data delivered in other formats. “It’s just the information we’re charging for, whatever the format is,” Bowden said, asking that shapefiles be added to the recorder’s fee schedule. Commissioners voted to include shapefiles at the same $250 charge.
Survey/mylar scanner
Bowden reported that her Mylar survey scanner recently failed and presented procurement options. She recommended leasing a Canon TM‑series multifunction document system through the county’s Ricoh contract so the county would receive on‑site technical support and a five‑year replacement/service agreement. Bowden said older scanner options required legacy Windows computers and she preferred a model compatible with modern Windows versions so she could retire obsolete hardware.
Commission action
Commissioners voted to add the shapefile to the recorder fee schedule at the $250 rate and approved proceeding with a Ricoh‑contract lease for the scanner with a five‑year replacement/service term. Bowden said she would try to add the scanner to the existing county Ricoh contract term if the vendor would allow it.
