Kim Wilson, Rich County assessor, presented property and tax matters including a refund request and a greenbelt recertification.
Refund request
Wilson asked the commission to approve a five‑year refund to Steven and Emily Wright for an error related to a primary‑residence designation. The commission approved a refund of $4,393.02 for the Wrights after a motion and unanimous voice vote.
Revolution Ridge greenbelt recertification
Wilson also discussed a request by the owner of a parcel on Revolution Ridge to reinstate agricultural Greenbelt status after the parcel had been removed because recertification paperwork had not been received. Wilson said the assessor’s office was unable to confirm receipt of the owner’s emailed recertification, so staff had taken the parcel out of Greenbelt pending verification.
Wilson told commissioners she would inspect the parcel, take photos, and confirm whether the property and any livestock meet Greenbelt requirements. She described the county’s Greenbelt requirements to commissioners: 5 acres minimum with agricultural production, and production that meets at least 50% of the land’s capacity for grazing or hay production; a five‑year rollback tax applies if Greenbelt status is removed.
Building permit and parcel questions
Wilson also noted uncertainty over whether a nearby house has a building permit and said she would follow up with planning staff to determine whether recent construction had required or received a permit.
Actions taken
The commission approved the Wright refund and voted to reinstate Greenbelt status for the Revolution Ridge parcel, subject to further investigation and confirmation by assessor staff. Wilson will return with inspection findings and any permit clarifications.
