The Boone County Redevelopment Commission discussed trustee communications with Bank of New York Mellon, ratified several previously approved claims, approved one new monthly bill, and briefly debated moving the regular meeting time from 2 p.m. to mid-morning.
Bob (RDC member) told the commission that changes in Bank of New York Mellon staffing had caused communication problems and that Brian Colton had prepared detailed instructions and spreadsheets to keep payments current. Bob said the person who replaced a longtime contact “didn't seem to have much of a clue of anything that was going on,” though he also reported that subsequent staff handled at least one payment and that the RDC appears to be caught up. Brian (financial advisor) had suggested evaluating a switch to US Bank, which performs trustee services for similar issuances.
On claims and bills, the commission ratified previously approved claims (including trustee fees of $2,000 to Bank of New York Mellon and several Baker Tilly invoices) and approved a new monthly invoice of $2,060 for the RDC’s counsel's firm. Bob read the prior claims into the record and asked for a motion; the commission then moved and ratified them by voice vote. He reported the Baker Tilly bill items by reference number and said the charges were being paid from the dispute resolution fund established for such expenses.
Commissioners also discussed outreach from the Economic Development Corporation. Bob said he and another RDC member planned to meet with Shelby Parting, the new EDC contact, to review potential projects and how TIF and other financing tools work. The RDC briefly debated changing its standing meeting from the third Friday at 2 p.m., a long-standing schedule, to a mid-morning start (members suggested 10 a.m. or 11 a.m.). No formal schedule change was adopted; members agreed to check calendars and revisit the proposal.
Ending: The commission ratified the listed claims, approved the monthly legal invoice, asked staff to pursue trustee options and a potential switch to US Bank for future issues, and directed staff to confer about possible meeting-time changes and to report back at subsequent meetings.
