MORGANTOWN, W.Va. — Morgantown City Council adopted a standing resolution designating trick-or-treat as occurring on Halloween, Oct. 31, from 6 to 8 p.m., and establishing language to allow exceptions in the event of major storms or resource conflicts.
City Manager Danielle presented the resolution and said the standing rule would avoid bringing the same item to council annually. “This resolution is set before you to propose the trick or treat dates for this year as October 31, from 6 to 8PM,” she said, adding the standing resolution would allow exceptions — for example, a major storm or when city resources are taxed by an event.
Councilor (name recorded during motion) moved to approve “now and forever,” and a second was recorded. The clerk called the roll; votes recorded were Joe Bugan — yes; Jody Hollingshead — yes; Wheezy Michael — yes; Jenny Celine — yes; Mark Downs — yes; Deputy Mayor Butcher — yes; Mayor Trumbull — yes. The motion passed 7–0.
Council members discussed the value of predictability for families and asked staff to proactively communicate the standing hours to schools, athletic programs and college event schedulers to reduce conflicts. Staff said the standing resolution should improve public communication and reduce yearly inquiries.
The standing resolution takes effect immediately; council asked staff to include a routine annual reminder to the public and to coordinate with event organizers when possible.
