Carrollton Farmers Branch ISD trustees on Aug. 7 voted to formally opt out of Senate Bill 401’s automatic expansion of eligibility for nonresident (homeschool and out‑of‑district) students to participate in UIL activities at a host district. The board’s action preserves the district’s existing local policy that restricts participation to enrolled students.
Preston Moore, the district’s athletics director, told trustees that SB401 changes a prior opt‑in framework and would have required the district to manage eligibility and behavioral compliance for students who are not enrolled daily in district classes. Moore cited practical concerns including synchronizing grade checks and progress reports, enforcing program‑level codes of conduct, and monitoring outside workouts and outside leagues for nonresident participants.
Under the new law, districts that do not opt out by Sept. 1 would be required to allow nonresident students to participate. Trustees voted to opt out; the motion was made by Kim Brady and seconded by Paul Gilmore, and it passed 6–0. Administration will notify the state and record the board’s decision as required by statute.
Moore said area districts coach‑surveying indicated most metro districts plan to opt out and that very few districts statewide intend to allow nonresident participation.
