The Planning Commission on Aug. (as briefed to the council) recommended denial, 6–1, of a conditional use permit for a proposed banquet facility at 3411 Souls Point Road. The applicant proposed operating 10 a.m. to 10 p.m. Monday through Thursday and 10 a.m. to midnight Friday through Sunday, with a total occupancy cap of 25 and no alcohol or live entertainment.
The commission’s recommendation cited uncertainty about how all spaces in the building would be used and concerns about the applicant’s business plan and operations. Mr. DeHaan, planning director, told council members the building’s single restroom limits the occupant load and that the architect did not assign an occupant load to an entry area labeled “Assembly Area 1.”
Neighbors organized through the Greenwood Elmhurst Northview Heights Civic League submitted a written opposition, the briefing said. Council members asked clarifying questions about ownership and operations; one council member sought assurance the applicant was the restaurant/operator and not the landowner.
This briefing was presented for council information; the commission’s recommendation and the application will be forwarded to the council for formal consideration under the city’s review process.
