The Port Orchard City Council authorized change order number 9 to the Marina Pump Station Improvement Project contract, adding $71,841.24 for additional asphalt paving and restoration work and bringing the total contract close to $15.57 million, staff reported.
Public works staff told the council that the pump station — a critical upgrade conveying city wastewater to the South Kitsap Water Reclamation Facility — reached substantial completion two weeks earlier and is operating under city staff control. The contractor, Stellar J Corporation, remained on site for final punch-list work with an anticipated off-site date around Oct. 23, according to staff.
City staff said additional asphalt paving was needed to restore parking and address deteriorated pavement areas not fully accounted for in the original plans; locations cited included areas near Frederick Avenue, around catch basins and tree planters. The change order request for $71,841.24 increases the total change order amount to just over $100,000, which the staff packet showed requires council approval.
If approved, staff said the contract total becomes approximately $15,566,628.41 (including applicable taxes). Staff also noted that some pavement areas were in failed condition before construction began and that federal funding requirements (including Buy America/American-made provisions) affected costs in certain instances.
Council members asked about the number of change orders and the cumulative impact. Staff said this was change order No. 9 and that a previous change had been substantial because underground conditions did not match as-built documents; staff pointed to the project packet for a full list of prior change orders. Project officials said the overall project budget and remaining contingency can still cover the current request, though contingency is being drawn down.
The council approved the change order on a voice vote. Staff said a public ribbon-cutting or ceremonial event was likely in late October or early November once remaining work is complete, subject to field conditions and final punch-list resolution.
