County approves 2025–26 juvenile services contracts; some providers receive rate increases

The Lycoming County Board of Commissioners approved a set of 2025–26 contracts for juvenile probation services that county presenters said cover residential, foster and transitional living programs.
Nancy, a county juvenile services presenter, told commissioners the contract with Alternative Living Solutions carries daily rates of $2.74 for transitional living and $2.74 for supervised independent living and that there is no rate increase for that provider this year. The board approved that contract.
The board also approved a 2025–26 agreement with Clear Visions; county staff said the residential per-diem is $245.82 and that the company requested a 9.5% rate increase. “They just do the usual, you know, the price of everything is going up. We gotta pass it along,” Nancy said when asked whether the company justified the increase.
Commissioners approved a continuing contract with Daimlers United of Muncie for foster care and transitional programs (age 14 and up); county staff said most programs show 3% increases while certain specialized medical rates rose substantially (staff cited increases of roughly 36.4% and 40% for some categories). Commissioners noted the county keeps that vendor under contract for flexibility even if the vendor is not used regularly.
The board approved a contract with KidsPeace for residential and foster care services with no rate increase from the prior year, and a contract with Dietcom Family Life Services that included a 4% increase. County staff said some services billed to the county for Dietcom are typically covered by medical assistance, so county billing is limited.
All contracts were approved as presented; county staff said conditional hiring and related personnel actions remain subject to background checks and other hiring conditions where applicable.
