The Community Services Commission on Sept. 8 approved staff's draft request for proposals (RFP) to solicit vendors for the 2026 Fourth of July Sky Show and asked for minor clarifying edits before release.
Scope and options: the RFP is structured to receive proposals for three show formats: a traditional fireworks display, a hybrid fireworks-plus-drone show, and a fully drone-based aerial display. Staff said including all three options allows comparison of cost, safety and artistic outcomes. The draft RFP asks vendors to submit technical details, proposed durations, music/sound plans and pricing for each proposed option.
Budget and schedule context: staff said the department requested additional budget capacity during the budget process to allow for alternatives to a traditional fireworks show; staff also warned vendors are booking events early because of the city's 250th anniversary next year and recommended an expedited procurement timeline. Staff said the goal is to be in a position to recommend a vendor and award a contract by early 2026 to secure availability.
Technical points and selection criteria: staff noted particular evaluation criteria will include show duration, safety plan, FAA/airspace coordination (for drones), synchronization of audio and visuals (a limitation in some prior drone shows) and price. Staff and commissioners discussed drone counts and show length; staff explained battery life constrains many drone shows to roughly a 12-minute on-screen sequence, with additional time for lift-off and landing.
Next steps: staff will edit the RFP per commission suggestions (for example, clarifying duration, site information and sound synchronization expectations), post it to the city's solicitation portal and return with proposals and recommendations for review by the Natural Resources and Public Safety commissions and the Community Services Commission before a final recommendation to city council. The commission approved releasing the RFP with the noted revisions by roll call.
