AYSO: AYSO requested use of Arroyo North and South fields and Orange Grove Field for fall and winter sessions. Fall hours were listed as weekdays 4 p.m. to 9 p.m. and weekends 8 a.m. to 5 p.m., with an Orange Grove weekday start time adjusted to 5 p.m. to accommodate Holy Family. Staff noted Orange Grove will be closed for a city event on Friday, Oct. 24; a tentative Arroyo Park closure is scheduled for a Saturday in January. The commission voted to approve AYSO's permit; staff reminded commissioners that City Council had previously approved a fee waiver for AYSO in recognition of its youth programming.

Holy Family: Holy Family requested Orange Grove Field for flag-football practice Monday through Thursday 3:30 p.m. to 5 p.m. in fall (Sept. 1'Nov. 30) and winter (Dec. 1'Feb. 28). Staff said Holy Family will provide rosters demonstrating the required local-residency threshold for the fee waiver (staff indicated the usual requirement is at least 50 percent South Pasadena residents). The commission approved Holy Family's permit by roll call.

Maintenance and scheduling notes: staff said field maintenance schedules vary by park and season. Staff indicated Orange Grove is typically closed from Thanksgiving to January for maintenance and said it could provide a maintenance schedule to the commission in October.

Vote: both permits were approved by roll call with all commissioners present voting yes. The commission authorized staff to issue the 2025-26 permits with the noted scheduling constraints.
