The Logansport Common Council voted on Sept. 8 to approve an ordinance appropriating funds that will allow the Redevelopment Commission (RDC) to seed a revolving fund for local building‑improvement programs.
Councilman Dave Morris explained the RDC created the revolving fund in 2023 as a mechanism to offer financial assistance to local property owners and private investors for exterior improvements, sidewalk and curb replacement, and key building improvements. Morris told the council that “the RDC is requesting that the city pass 445,000 from the ceded fund to the revolving fund.”
Morris said the transfer is funded in part by prior council authorizations: $45,000 previously appropriated in 2024 for the Batman Museum and $400,000 that had been set aside for payments on the Dyckman Park Clubhouse in 2024–25. The RDC plans to move the $445,000 into the revolving fund so it can be available for business improvements and building projects in qualifying areas.
On second reading the council voted to adopt Ordinance 20 25 dash 19; roll‑call votes recorded members present and the clerk announced the ordinance “passes on its second reading.” Council discussion was limited; no amendments were made at the meeting.
The ordinance directs that the funds be handled through the RDC and specifies the revolving fund will administer three programs described by the RDC: the exterior improvement program, the sidewalk and curb replacement program, and the key building improvement program. The council asked that related exhibits and prior authorizations be attached to final paperwork.
