The Logansport Common Council voted Sept. 8 to approve Ordinance 2025-19, authorizing the appropriation and transfer of $445,000 from ceded funds into a Redevelopment Commission (RDC) revolving fund to support building-improvement programs for local businesses.
Councilman Dave Morris said the RDC created a revolving fund in 2023 to provide funding options for building improvements not typically covered by the RDC’s standard programs. "The 3 programs are the exterior improvement program, sidewalk and curb replacement program, and the key building improvement program," Morris said, and added that the RDC requested $445,000 be moved from the ceded fund to the revolving fund.
Morris told the council that the transfer is accomplished by noting prior authorized expenditures from ceded funds: $45,000 for completion of the Batman Museum in 2024 and $400,000 for payments on the Dyckman Park Clubhouse in 2024–25. The RDC will transfer $445,000 to the ceded fund in turn as part of the accounting described in the ordinance.
Council members heard no public objections during the public hearing and moved the ordinance forward on its second reading. The council recorded affirmative roll-call votes and the ordinance passed.
