The City Council authorized the city manager to execute a two‑year agreement with Mineral Wells Independent School District for library services at an estimated cost of $14,400 annually.
Under the agreement the ISD will assist with children’s and adult programming, collection development, strategic planning, marketing and outreach, partnership coordination, compliance with local and state regulations and annual reporting. Staff said the $14,400 annual payment represents $30 per hour for an estimated 40 hours of service per month.
Staff reported that district administrators have spoken with five certified librarians; four librarians indicated interest in participating. Staff said the head librarian will be the city’s point of contact and will coordinate the rotating librarians who provide services, with Fridays and Saturdays likely as primary service days to align with ISD schedules. Staff also said the ISD will receive the city payment and then compensate the participating librarians.
Council voted 7–0 to authorize the city manager to sign the two‑year agreement. Staff said the ISD approved the contract on Aug. 25.
Ending: The agreement is intended to maintain library accreditation and expand technical library support; staff will coordinate implementation with the ISD and report back as the shared arrangement begins.
