Staff explained the project is being advanced using Tax Increment Reinvestment Zone (TIRZ) financing and that the TIRZ board recommended the contract; because the TIRZ is a financing mechanism the actual contract is between the city and the construction‑management firm. Staff said the TIRZ cannot itself enter contracts or issue debt; the city previously issued a $3,575,000 revenue note obligating TIRZ revenues and budgeted the project in a prior fiscal year.
Council had no further questions and voted to approve the contract; the meeting record shows the motion carried 7–0. Staff said no city general‑fund dollars are being used for this phase; funding comes from TIRZ revenue (phase 1). The presenter said city staff and TIRZ representatives will oversee the construction‑management firm, and that bids for construction were already in place.
