Staff said the TIRZ cannot itself enter contracts or issue debt; the city previously issued a $3,575,000 revenue note obligating TIRZ revenues and budgeted the project in a prior fiscal year.

Staff said no city general‑fund dollars are being used for this phase; funding comes from TIRZ revenue (phase 1).
