The board gave consensus to schedule the hearing for 6:30 p.m. and asked staff to keep the rest of the agenda compact that night to avoid requiring unrelated attendees to wait through a potentially long hearing. Morrison cautioned commissioners that lawyers are expected on each side and that quasi-judicial procedure will apply.
