McLeod County’s attorney updated the board on litigation involving a defendant known in the transcript as Matt Ryan Blazin. County Attorney reported that Mr. Blazin, who remains under felony prosecution in McLeod County, had filed a pro se civil complaint naming McLeod County and several other entities.

The county moved to dismiss the civil complaint on legal grounds, including lack of proper service. A district-court hearing on the county’s motion to dismiss was held Aug. 5; the plaintiff failed to appear and the court granted the county’s motion to dismiss for lack of service. The county attorney said the plaintiff could refile in the future, but the complaint is not pending at this time.
