The Morton County Board of Equalization voted June 10 to reduce the assessed value of a combined house-and-shop property at 2503 Macedonia Avenue SE in Mandan, lowering the assessment for the shop portion and reducing the overall property’s assessed value.

Property owner Jason Frank contested the county’s mass appraisal for a high-end residence with a finished shop on the same parcel. Frank provided two private appraisals that he said showed a lower overall market value than the city and county had set. Assessors said they rely primarily on mass-appraisal models but check sales and cost approaches and that there are differences in how banks and mass appraisals treat outbuildings.
After deliberation, Commissioner Tokash moved to reduce the shop’s assessed value to $200,000, producing a total assessed property value of $2,169,500 — a reduction of $137,700 from the assessor’s figure. The motion passed on a roll call vote with a majority of commissioners voting yes and one commissioner abstaining because of a business relationship with the property owner.
The assessor’s office said the adjustment reflects the limited sales data for comparable, private finished shops attached to residences and aligns the county valuation more closely to the evidence presented.
